Following the adoption on 11 September 2025 by the European Parliament of a resolution calling on the Rwandan Government to release Ingabire Umuhoza Victoire, the National Consultative Forum of Political Organizations, during its session of 18 September 2025, has carefully reviewed this resolution and considers it inappropriate, as the Parliament overlooked the following points:
- Rwanda is a sovereign country and should not receive instructions from any entity seeking to undermine its integrity or the security of its citizens.
- Rwanda has the right and responsibility to promote the unity of its people and to take action against anyone attempting to sow division or chaos within Rwandan society.
- Rwandan judicial institutions are independent and serve the Rwandan people. No external party should exert pressure on them for particular interests.
- All Rwandans are equal before the law, which protects them fairly. Ingabire Umuhoza Victoire, on whose behalf some advocate for unconditional release, is a Rwandan citizen like any other. She was previously convicted of certain offenses and later granted a presidential pardon by His Excellency the President of the Republic. She is currently subject to judicial proceedings in accordance with Rwandan law.
While the justice system has not yet ruled on the alleged offenses, the European Parliament adopted a resolution calling for her unconditional release.
The political parties united in the Forum, namely FPR-INKOTANYI, PL, UDPR, PDI, PSD, PPC, PDC, PSR, PSP, PS IMBERAKURI, and DGPR-GREEN PARTY:
- Condemn the European Parliament resolution calling on the Rwandan Government to release Ingabire Umuhoza Victoire while she is subject to legitimate judicial proceedings in Rwanda.
- Condemn any attempt to promote policies based on hatred, discrimination, or division within Rwandan society.
- Recall that Rwanda is a democratic country with freedoms and an independent justice system.
- Express their support for the institutions of the Rwandan Government under the leadership of His Excellency Paul Kagame, President of the Republic of Rwanda.
Affirm their commitment to the unity and progress of the Rwandan people.
