Consultative Forum of Politicals Organisations in Rwanda   

      

VISION AND ACTION PLAN OF THE FORUM

  

The mechanisms of national consensus that were promoted through the Forum during the transitional period were deepened and enlarged by Organic Law No. 16/2003 of 27/6/2003 governing Political Organizations and politicians

This Organic Law extends the consultation process to all the areas of national activity, from politics to social aspects, from the economy to the policies of national development, since the mandate of the Forum is to coordinate the national political debate and make proposals on political governance to the concerned Government authorities.

Within the current framework of political liberalization and electoral competition, the Forum has another responsibility of proving its ability as a framework for capacity building for Political Organizations to enable them to mature and assert their plural identities and their responsibilities as organizers of the national political space, with a view to multiparty democracy and equitable sharing of power.

Besides the Constitution, another level of reference in terms of the objectives of the Forum consists fundamentally of the political will underscored by Vision 2020 and, in the medium term, by the process of political reforms set in motion by the on-going decentralization policy.

Vision 2020 outlines the future image of Rwanda in which the Rwandan society will have consolidated its factors of social and political balance through various stakeholders involved in the national activity: Government, Political Parties, Private Sector, Civil Society and Grassroots Communities.

All the levels of Political Organizations and politicians are required to become involved in the fulfillment of this society project, specifically with the objective of a Constitutional State with rallying and mobilizing powers, founded, it is said, on “consensual institutions strengthened by political stability”.
